Evidence shows random testing is an effective deterrent

The largest example of a random alcohol and drug testing program in Canada is the trucking industry. Between 1996 and 2010, we performed more than 240,000 drug tests and saw positive rates fall by more than 80 percent. And with positive rates in other industries such as the Oil Sands often much higher than the trucking industry, there is an obvious need for the expansion of testing in the name of employee, employer, and public safety.

Proof of a problem could pave the way for more random testing

Canada’s top court recently ruled that random drug or alcohol testing may be allowed in certain unionized workplaces where there is evidence of enhanced safety risks, such as a general problem with substance abuse. A Note on DARRPP – Addressing drug and alcohol use, abuse, and misuse in the Oil Sands

Alberta’s energy and construction industries are working together on a two-year pilot project aimed at addressing the challenge of drug and alcohol abuse in the workplace. The Drug and Alcohol Risk Reduction Pilot Project (“DARRPP”) is an independent, multi-stakeholder group comprised of the Construction Owners Association of Alberta and other industry players. DARRPP’s mandate is to evaluate and report on the effectiveness of workplace drug and alcohol programs, including random testing. Major oil sands industry employers and labour providers will establish best practices for this type of testing.

Because of DriverCheck’s reputation for executing fair and truly random programs in complex environments, we were asked to provide consultation to DARRPP in advance of the launch of the initiative.

The intention is for employers who participate to monitor the program, as well as share statistics. When the project concludes in 2014, DARRPP’s goal is report its findings and recommendations to participating employers, the government, and other stakeholders. DARRPP Administrator Pat Atkins calls the project an important step forward in their approach to improving workplace safety.
